Founded in 1991 by visionary architect Donna Phaneuf, VIA has consistently remained ahead of the curve, establishing a 35 year legacy of design excellence. In 2016, Donna welcomed Andrew McKinley and Scott Campbell as partners, and after years of dedicated mentorship and collaboration, Andrew and Scott have now assumed joint ownership of VIA.
Andrew and Scott’s leadership builds upon the strong foundation established by Donna, while embracing new approaches to design and practice. As we look toward the future, we are actively seeking and cultivating our next generation of firm leadership. We provide clear pathways for growth, mentorship, and future ownership opportunities for those who aspire to shape our firm’s direction and become future practice leaders or Principals at VIA.
OFFICE LOCATION
Housed in a beautifully renovated, award-winning historic building in Downtown Norfolk, our studio provides an inspiring environment with abundant natural light, open collaboration areas, a full kitchen, and rooftop access. Our space is designed to support both focused independent work and team collaboration. Additionally, our central location offers easy, walkable access to the light rail, local restaurants, and the Elizabeth River Trail.

Nansemond Admin Building
VIA is designing a new admin building at the HRSD Nansemond Treatment Plant to consolidate administrative offices, shop areas, and staff facilities. This new building will also include laboratory space to meet HRSD’s growing needs.
Virginia Polytechnic Institute
Eastern Shore Agricultural Research + Extension Center
The transformation of Virginia Tech’s Eastern Shore AREC will include the renovation and new construction of multiple buildings to modernize their facilities for essential agricultural research, operational support, and community outreach.
Virginia Institute of Marine Science
Marine Operations Complex
This new Marine Ops Complex will reshape the VIMS Gloucester Point campus by consolidating essential administrative, operational, research support, and educational spaces, all while incorporating critical flood-proofing measures for long-term resilience.
City of Norfolk
Chrysler Hall Improvements
A major renovation is underway at Chrysler Hall in Norfolk, including a renovated lobby, improved seating and circulation, updated amenities, and modernized building systems, creating a premier venue for performing arts.
Chesapeake Public Schools
Southeastern Elementary Addition
The Southeastern Elementary School addition integrates additional classroom and flexible learning spaces with the existing building. Construction is wrapping up for occupancy beginning the 2026-2027 school year.
James City County
Public Works Headquarters
A new headquarters for James City County’s General Services Department is being designed in partnership with EskewDumezRipple to support their growing staff and better serve the County’s 81,000+ residents.

2026 Summer Intern Fellowship
VIA design takes pride in its commitment to developing the next generation of architects and designers. We provide hands-on learning experiences for students, allowing them to work alongside experienced professionals and gain valuable insights into the industry. Our intern development program further supports their journey toward licensure, providing the training and mentoring needed to excel in their careers. We also extend invitations to local high school students to shadow us, offering them firsthand day-to-day experience in the field. By welcoming them into our workplace, we provide invaluable opportunities and hands-on learning, empowering students to unlock their potential and inspiring them to pursue a career in architecture.
